TURKISH LANGUAGE EDUCATION APPLICATION PRINCIPLES
FIRST PART
Purpose, Scope and Basis
Article 1- (1) The purpose of these Implementation Principles is to regulate the procedures and principles regarding Turkish Language Education to be provided within the scope of Izmir Democracy University Language Education Application and Research Center (IDU-DILMER).
Scope
ARTICLE 2 – (1) Within the scope of Izmir Demokrasi University Language Education Application and Research Center, it is aimed to provide Turkish language education to primarily its citizens and foreigners. Within the scope of the Code of Practice, the content and scope of Turkish language education, the courses to be opened, registration processes, exams, level and exam fees and other provisions are regulated.
Legal Basis
Article 3 – (1) These Implementation Principles have been prepared on the basis of Izmir Democracy University Language Education Application and Research Center Regulation published in the Official Gazette dated 12.11.2018 and numbered 30593.

Turkish Language Education Principles
Article 4 – (1) In İDÜ-DİLMER, Turkish language education for citizens and foreigners is carried out by instructors who are experts in their fields, face to face in the classroom or online in the digital environment in classes of 5-20 people. In order for a course to be open, at least 5 students must have enrolled in the same course.
(2) In İDÜ-DİLMER, A1, A2, B1, B2, C1 level Turkish language education is provided in accordance with the European Language Portfolio (ADP).
(3) An effective learning process is carried out for 140 hours in 7-week courses at A1, A2, B1, B2 levels and 180 hours in a 9-week course at C1 level.
(4) Upon request, Reading / Speaking Clubs and Academic Turkish Courses can also be opened at IDU-DILMER.
(5) İDÜ-DİLMER Turkish language education courses are based on the development of four basic language skills equally (reading, listening, speaking, writing). The grammar features of Turkish are taught during the development of these four basic skills. In accordance with the requirements of university education, education is carried out in a multifaceted way in order to develop basic understanding, listening, reading and writing skills. In the program, which is aimed for students to learn through experience, students are in an active position in mutual interaction in reading, writing, listening and speaking programs. Teaching activities are supported by audio-visual tools and materials available in every classroom or on a digital platform.
Continuation and Success in Turkish Language Education
Article 5 – (1) Turkish language education program has been arranged to be valid for formal education and distance education system. 70% attendance of the student is compulsory for the courses conducted as formal or distance education. Trainees who exceed the rate of absenteeism without a valid excuse are not allowed to take the level completion exam and are deemed to have failed from that level. No refund will be made for days and hours not attended.
(2) Students who attend A1, A2, B1 and B2 level courses and complete them by successfully passing the exam, are given a certificate showing the level they have completed upon request. Students who complete the C1 level are given a “Turkish Proficiency Certificate”, which shows Turkish language proficiency. In addition, candidates are entitled to receive a “Turkish Proficiency Certificate” if they take the Turkish Proficiency Exam and get at least 85 or more points out of 100. This certificate is a document proving Turkish language proficiency approved by the Rectorate of Izmir Democracy University.
(3) Courses at İDÜ-DİLMER are carried out in accordance with the Izmir Democracy University Undergraduate academic calendar. Additional courses can be opened if there is sufficient demand. Courses continue except for official and religious holidays. Course hours canceled due to reasons arising from İDÜ-DİLMER are compensated.
Taking Part in Turkish Language Education
Article 6 – (1) İDÜ-DİLMER Instructors working in Turkish language education must be graduated from the linguistics, philology or language education departments of universities. It is important that the instructors assigned in this field have a Certificate of Teaching Turkish to Foreigners, a Postgraduate Diploma in Teaching Turkish to Foreigners or experience in this field.
Registration for the Turkish Language Courses
Article 7 – (1) For the pre-registration application for our university’s İDÜ-DİLMER Turkish Language Education course, the trainee who wants to receive Turkish language training fills the registration form by applying to our department in person or by e-mail. In addition, for pre-registration for the course, 50% of the course fee must be deposited in the bank account notified by the institution and the transaction receipt must be sent to our center in person or via e-mail. The fee to be paid during pre-registration is deducted from the course fee. Candidates who have pre-registered and do not enroll in the course are not refunded.
(2) For final registration, T.R. ID Card / Passport, a copy of ID Card / Passport, 2 passport-size photos and a receipt showing that the course fee has been paid to the bank are required. The Student Registration Information Form to be given by the İDÜ-DİLMER Secretariat is filled in by the applicant during registration. The course fee will not be refunded if the students who have made final registration are not enrolled or do not attend the course.
(3) Placement Exam is given to the trainees who register for the course. The trainees who are placed in classes suitable for their level according to the results of the Placement Exam begin their Turkish language education.
(4) The fees paid for the registrations to the classes that cannot be opened due to reasons arising from İDÜ-DİLMER are returned to the trainees.
Registration Suspension
Article 8 – (1) Registration suspension is made if the trainee shows valid excuse. Suspension of registration is valid for a maximum of 1 year. If there is an increase in the course fees within this period, the fee difference is collected from the trainee. A Placement Test is held if registration suspension lasts for more than four months. There is no increased fee difference for registration suspension caused by İDÜ-DİLMER.
Transfer of Rights
Article 9 – (1) The trainee may transfer his right to another person within the first week of the course period he has paid, and the person transferred is given the Placement Exam to determine the level he will continue. If the person who has transferred his right has not taken the Placement Exam conducted by İDÜ-DİLMER, the person transferred will take this examination free of charge. If the person who transferred his right has taken the Placement Test; Placement Exam fee is collected from the person transferred.
Exams
Article 10 – (1) Placement Test, Level Passing Exam and Turkish Proficiency Exam are provided in order to receive Turkish language education in our center, to determine the level of the student who receives Turkish language education and to measure Turkish language proficiency.
Placement Test
Article 11 – (1) The Placement Exam measures A1, A2, B1, B2, C1 Turkish language level. The Exam focuses on measuring language skills in the areas of reading, writing, listening and basic grammar.
(2) Anyone who makes a request to İDÜ-DİLMER can take the Placement Test. As a result of the Placement Exam, a document showing the level of Turkish language usage is given if the candidate requests. This document cannot be used as a Turkish Proficiency Certificate.
(3) The Placement Exam is subject to a fee. The fee for the Placement Exam is determined by the Central Executive Board every year. This fee is deducted from the course fee if the candidate who takes the exam registers for the course.
(4) Trainees have to take the Placement Test before the courses start in order to determine their Turkish language level. Students who do not take the Placement Test despite enrolling in the course start the course at A1 level.
(5) The placement test result is valid for 4 months.
Level Passing Exam
Article 12 – (1) At the end of each level in the courses, a level passing exam consisting of four skills is held. A student who gets at least 70 out of 100 in all skills is considered successful and the trainee passes to the next level.
(2) A make-up exam is held for students who cannot attend the Level Passing Exam due to a valid excuse. For the Make-up Exam, the principles in the Level Passing Exam are valid.
(3) The trainees who score below 70 out of 100 in the Level Passing Exam and Make-up Exams are considered unsuccessful and have to repeat the same level in order to pass to the next level, provided that they pay the course fee.
(4) The Level Passing Exam is a free exam that only students in the program can take.
Turkish Proficiency Exam
Article 13 – (1) Turkish Proficiency Exam is an exam that measures candidates’ Turkish proficiency. The exam is based on proficiency in four basic skills. Exam; It consists of four sections: reading, writing, listening and speaking. It consists of multiple choice and written question types, as well as an interview with the lecturer.
(2) The equivalents of the European Language Portfolio (ELP) Turkish Language Proficiency Levels regarding the Turkish Proficiency Exam conducted by İDÜ-DİLMER are stated below.

(3) Based on this scoring candidates who have scored at least 85 or more out of 100 points in the Turkish Proficiency Exam are entitled to receive “Turkish Proficiency Certificate”. This certificate is a document proving Turkish language proficiency approved by the Rectorate of Izmir Democracy University.
(4) A fee is charged for the Turkish Proficiency Exam. The fee for the Turkish Proficiency Exam is determined by the Central Executive Board every year. Anyone can take this exam at our center.
(5) Turkish Proficiency Exam is held depending on requests.
Level and Exam Fees
Article 14 – (1) Each year, the level and exam fees are recommended by the İDÜ-DİLMER Executive Board to the University Revolving Fund Executive Board; Level and examination fees are determined by Izmir Democracy University Revolving Fund Executive Board.
THIRD PART
Acceptance, Enforcement and Execution
Article 15 – (1) The trainee who has registered for the courses at İDÜ-DİLMER is deemed to have accepted all the above practices and conditions.
Cases with no provision
ARTICLE 16- (1) In cases where there are no provisions in these Code of Practice, other relevant legislation provisions, Senate decisions and board of directors decisions are applied.
Force
Article 17 – (1) These principles of practice come into force as of the date they are accepted by the Senate.
Execution
Article 18 – (1) The provisions of these application principles are executed by the Rector of Izmir Democracy University.
